Combine refried beans and salsa in a small saucepan heat until warmed, stirring well. Spread 2 tablespoons salsa mixture in the bottom of an ungreased 8" x 8" baking pan arrange 3 noodles on top. Layer with half the remaining salsa mixture, half the cottage cheese and then 1/2 cup Cheddar cheese. Repeat layers beginning with the noodles top with remaining noodles and Cheddar cheese. Bake at 350 degrees until bubbly, about 30 minutes.
