Cook broccoli; drain. Cook onions; drain. In saucepan, melt 2 tablespoons butter; blend in flour, salt, and dash of pepper. Add milk; cook and stir until thick and bubbly. Reduce heat; blend in cream cheese until smooth.
Place vegetables in a 1 1/2-quart casserole. Pour sauce over and mix lightly. Top with cheese. Melt 2 tablespoons butter, toss with crumbs. Bake casserole about 30 minutes at 350°, then sprinkle crumbs around edge and continue baking uncovered until heated (about 20 minutes more).
Editor's Extra: Cook frozen broccoli per package instructions. Steam fresh broccoli and onions in small amount of water about 5 minutes, till al dente (crisp tender). I like to sauté the onions in a skillet with a tad of butter or spray.
