Mix 7 tablespoons margarine and crumbs and press into deep-dish pie plate. Cook green pepper and onion in 1 tablespoon butter; add flour and cook until bubbly; blend in milk and cook until thickened. Stir some of the hot mixture into eggs, add to remaining hot mixture, stirring constantly. Add corn, salt, and sugar and mix thoroughly. Pour in pie shell and bake at 400° for 30 or 35 minutes or until set.
