Mix first 4 ingredients together like a pie crust (about 20 pulses in food processor). Pat in ungreased 10x15-inch cookie sheet (with sides). Bake 15–17 minutes at 350°, till brown around edges. Meanwhile, melt chocolate chips and peanut butter in microwave on HIGH for 2 minutes. Spread over slightly cooled oatmeal mixture; refrigerate.
