Mix first four ingredients in a bowl. Pat into a 9x13-inch pan. Top with the remaining ingredients, melted together.
The milk and chips can be put into microwave oven in microwave-safe bowl for 1 1/2 minutes at FULL POWER. Whip quickly and spread over squares quickly. Refrigerate for about one hour; then cut into squares.
Note: The milk and chips can also be put into a saucepan on the stove to melt.
