1. Combine carrots, water, chicken, broth, broccoli, onion, and salt in a saucepan bring to boil. Reduce heat cover and simmer 10 minutes. Bring to boil again gradually add oat flour, stirring constantly. Stir in heavy cream simmer for 10 minutes, stirring occasionally. Remove from heat and top with cheese.
* To make 1/2 cup oat flour place 2/3 cup old fashioned oats in blender or food processor and whirl until consistency of flour, approximately 60 seconds.
