Preheat oven to 375°. In a small bowl, combine flour, cocoa, and baking soda. Blend well. In a large bowl, beat 1 cup granulated sugar, brown sugar, and margarine until light and fluffy. Add vanilla and eggs and beat well. Mix in dry ingredients. Stir in 1/2 cup pecans. For each cookie, using floured hands, shape about 1 tablespoon of dough around 1 caramel candy, covering completely.
In a small bowl, combine remaining 1/2 cup pecans and remaining 1 tablespoon sugar. Press one side of each dough ball into pecan mixture. Place, nut-side up, 2 inches apart on ungreased baking sheets. Bake at 375° for 7–10 minutes or until set and slightly cracked. Cool 2 minutes. Remove from baking sheet and cool completely on wire racks. Drizzle melted vanilla coating over cookies.
