Melt 1 cup chocolate chips in a heavy saucepan over low heat. Reserve remaining chocolate chips; set aside. Beat butter at medium speed with electric mixer until fluffy. Gradually add 1 cup sugar, beating well. Add egg, milk, and vanilla, mixing well. Add melted chocolate, mixing until blended. Combine dry ingredients, except 1/2 cup sugar, and add to butter mixture, mixing well. Add remaining chocolate chips. Roll dough into balls, 1 tablespoon at a time. Roll balls in 1/2 cup sugar. Place on cookie sheet. Bake at 400° for 8–10 minutes. (Cookies will be soft and will firm up as they cool.)
