Dump all ingredients, except chips, in a mixing bowl. Mix well until blended. Pour into a greased 9x13-inch pan. Top with chocolate chips. Bake in a 350° oven 20–25 minutes.
Note: If you are low on chocolate chips, frost with Never Fail Chocolate Frosting.
Never Fail Chocolate Frosting:
In saucepan, bring sugar, milk and butter to a boil. Boil 1 minute. Add chocolate chips and vanilla. Beat until right consistency for frosting. Will frost a 9x13-inch cake.
