Preheat oven to 350°. In bowl, combine 1/4 cup brown sugar and crumbs. Stir in butter. Press in 9x13-inch pan. Bake 8 minutes.
Heat 1/2 cup butter and remaining 1/2 cup brown sugar in a pan over medium heat until boiling. Boil 1 minute. Pour immediately over cookie base and spread to edges. Bake at 350° for 10 minutes. Let stand 2 minutes. Sprinkle with chocolate chips (mini-chips work best). Let stand 2–3 minutes, then spread chips. Sprinkle with nuts.
