Sift together flour, cocoa, salt, baking powder, and baking soda. Beat together margarine and sugar until fluffy. Add egg and vanilla; beat well. Add dry ingredients and beat until well blended. Shape dough into 1-inch balls. Place on ungreased cookie sheet. Press down center of dough with thumb. Place a cherry in center of each cookie.
In a small saucepan combine chocolate chips pieces and condensed milk. On very low heat, heat until chocolate is melted. Stir in 4 teaspoons cherry juice. Spoon about 1 teaspoon frosting over each cherry, spreading to cover cherry (frosting may be thinned with more juice, if needed).
Bake in 350° oven about 10 minutes or until done. Remove to wire rack to cool.
