Peel and dice potatoes. Place in saucepan. Fill with 2 inches of water. Bring to boil on high heat. Lower heat and cover. Cook for 20 minutes or until tender when pierced with a fork. Drain. Melt butter in medium saucepan. Stir in flour, salt and pepper. Cook stirring constantly with wire whisk until mixture bubbles. Gradually add milk, stirring constantly until mixture boils and thickens. Add cheese and stir until melted. Add potatoes and spoon into greased casserole dish. Melt 1 tablespoon butter and stir into cornflakes. Sprinkle on top of potatoes. Bake at 375°F for 20 minutes.
