Mix together water, oil, honey, salt and yeast in bowl. Add eggs, flour and powdered milk to make soft and sticky dough. Mix and knead for 8 to 10 minutes. Let rise in bowl until double in bulk. Roll dough out on floured board to 1/2 inch thick. Cut with a cookie cutter or rim of glass. Make crease in center of each roll with back of table knife and dip half way in melted butter. Fold over and pinch together with thumb and forefinger. Place on greased cookie sheet. Let rise. Bake at 350°F for 15 minutes or until golden brown.
