In a small mixer bowl at medium speed, beat cheese, yogurt or milk, parsley, onion, tarragon, salt and pepper until well blended. Cover and chill at least 30 minutes.
To serve, thin with milk to desired consistency. Sprinkle with parsley and serve with vegetables.
