Cook wine, water, sugar, cloves, cinnamon stick, orange peel, and vanilla over medium-high heat for 10 minutes in a large saucepan. While this is cooking, peel the pears, leaving stem on. Place pears in wine mixture, reduce heat to simmer, and poach pears for 10 minutes. Remove pan from heat and let pears cool to room temperature in syrup. Remove pears from syrup and chill in refrigerator at least an hour.
Mix chocolate syrup with orange liqueur and spoon onto dessert plates. Place a pear on top of chocolate; garnish with mint leaves.
