1. In medium saucepan, combine sugar, cocoa, salt and water mix well. Bring to a boil. Reduce heat to low simmer 2 minutes, stirring occasionally.
2. Add milk cook until thoroughly heated. DO NOT BOIL.
3. Just before serving, beat until frothy with wire whisk. Top each serving with marsh-mallows.
