1. Heat oven to 400°. Grease pie plate, 10 x 1 1/2 inches, or spare baking dish, 8 x 8 x 2 inches, or six 10-ounce custard cups.
2. Cook beef and onion in 10-inch skillet over medium heat 8 to 10 minutes, stirring occasionally, until beef is brown drain. Stir in pepper. Spread in pie plate.
3. Stir milk, eggs and baking mix with fork until blended. Pour into pie plate.
4. Bake 25 minutes. Top with tomatoes and cheese. Bake 5 to 8 minutes longer or until knife inserted in center comes out clean. Cool 5 minutes.
