Combine cake mix, butter and 1/3 cup evaporated milk. Spread half of batter in a greased 13"x9" baking pan to make a very thin layer. Bake at 350 degrees for 12 minutes. Combine caramels and remaining milk in a microwave-safe bowl. Microwave for 3 minutes on high setting, until melted; stir well and set aside. Sprinkle baked brownie layer with chocolate chips immediately after removing from oven; drizzle caramel mixture over top. Spoon remaining cake batter by heaping tablespoonfuls over chocolate chips; do not mix. Return to oven and bake at 350 degrees for 15 to 17 minutes. Cool; cut into bars.
Tip: Place a slice of soft bread in a bag of brown sugar that has hardened and seal the bag. The sugar will soften in a couple of hours.
