Mix together butter, sugars and vanilla; beat in egg. Add cocoa and milk; set aside. Combine flour and baking powder; fold into butter mixture. Stir in nuts and chocolate chips. Form into balls by teaspoonfuls; place 2 inches apart on ungreased baking sheets. Bake at 350 degrees for 10 to 12 minutes. Cool for 5 minutes on baking sheets; remove to wire racks to cool completely.
