Combine sugar, water and spices in a saucepan; bring to a boil. Add butter and set aside. Mix together flour, baking powder and salt in a medium bowl; cut in shortening. Add milk; stir until moistened. Roll out 1/4-inch thick on a lightly floured surface; cut into 4-inch squares. Divide apple slices among squares; sprinkle with sugar and spices and dot with butter. Bring all 4 corners together in center; pinch together. Arrange dumplings in a greased 13"x9" baking pan; pour sugar syrup over top. Sprinkle with additional sugar. Bake at 375 degrees for 35 minutes.
Tip: For the most beautiful golden pastry crusts, use unbleached flour like Grandma did. A little milk brushed over the unbaked crust will bring out the golden color.
