Spread margarine in a 13"x9" glass baking pan; set aside. Combine flour, one cup sugar, 3 tablespoons cocoa, milk and vanilla; pour into pan. Mix together remaining sugar and cocoa; sprinkle over top. Pour boiling water over top; do not stir. Bake at 350 degrees for 40 to 45 minutes.
