Cook broccoli and cauliflower according to directions; drain, and set aside. Cook onion in butter until tender. Stir in flour, salt, garlic, basil, and pepper. Add milk; cook until thick and bubbly. Add cream cheese. Stir until cheese melts. Stir into vegetable mixture. Place mixture in 2-quart casserole dish. Toss together bread crumbs, Parmesan cheese, and melted butter. Sprinkle over vegetable mixture. Bake uncovered at 350° for 25–30 minutes.
