1. Heat oven to 450°F. Cut ribs into serving-sized pieces. Place in ungreased 13x9-inch pan sprinkle with salt and pepper. Bake at 450°F. for 20 minutes.
2. Reduce oven temperature to 350°F. Remove ribs from pan drain meat drippings from pan. In same pan, combine sauerkraut and remaining ingredients spread evenly over bottom. Arrange ribs on top of sauerkraut mixture.
3. Bake at 350°F. for 1 1/2 to 2 hours or until ribs are tender, stirring occasionally.
