Place beef in a large pot; break up with a spatula. Add enough water to cover beef; bring to a boil over medium-high heat. Cook until beef is no longer pink; drain and return beef to pot. Pour undrained tomatoes into a blender; process to a liquid consistency. Add tomatoes to pot; stir in remaining ingredients except chocolate chips. Reduce heat to low and simmer for 30 minutes. Discard bay leaf; stir in chocolate chips. Simmer for another 10 minutes.
