Season ribs with garlic salt and pepper; arrange in a large slow cooker. Add remaining ingredients except spaghetti and garnish; stir together. Cover and cook on low setting for 8 hours, or until ribs are very tender. Remove ribs from sauce; arrange on a serving platter. To serve, either place cooked spaghetti on dinner plates and top with sauce, or add sauce to the drained spaghetti in its pot, toss to mix and transfer to a serving bowl. Garnish with additional Parmesan cheese and red pepper flakes.
Tip: Quick and clever napkin rings! When serving pasta for dinner, slip napkins through an uncooked manicotti tube.
