1 Scrub the potatoes with a brush under cold running water. Peel them if desired. Cut the potatoes into halves or quarters if large.
2 Heat the oil in a medium saucepan over medium heat. Add the potatoes, onion, water, and salt and pepper to taste. Cover the pan and reduce the heat to low. Cook 20 minutes or until the potatoes are tender.
3 Uncover the pan and stir in the vinegar. Cook until most of the liquid evaporates, about 5 minutes. Serve hot or at room temperature.
