1. Heat oven to 350° F.
2. Place fish in buttered shallow 1-quart baking dish. Cover with eggs.
3. In small saucepan heat butter add flour and cook, stirring, for 3 minutes. Whisk in heavy cream and salt continue to cook and stir until thickened, 5 to 8 minutes. Add about 1/3 cup sauce to yolk and blend. Return to saucepan cook, stirring, for 1 minute. Add vermouth and cayenne or hot pepper sauce to taste.
4. Evenly pour sauce over fish and eggs. Sprinkle top with Parmesan and paprika. Bake for 20 minutes or until heated through and bubbly.
