1. Prepare the tamarind paste. Then, measure out 1/2 cup and put into a blender. Add all of the remaining ingredients, except the chicken wings, to the blender. Purée until smooth. Transfer to a bowl and reserve.
2. Preheat the oven to 350°. Place the chicken wings in a single layer on a baking sheet. Bake, turning once, 30 minutes. Reduce the oven temperature to 325°. Brush the chicken with the marinade and continue baking until dark brown and tender, about 45 minutes more, basting with additional marinade every 15 minutes. Serve hot or at room temperature.
