Arrange fish on a 9 x 13-inch baking dish that has been sprayed with cooking spray. Sprinkle with salt and pepper and squeeze juice from lemon over fish fillets. Melt 1 tablespoon butter in small saucepan. Add flour and spices. Stir until smooth. Gradually stir in milk until smooth and thick. Pour sauce over fish. Combine bread crumbs and 1 teaspoon melted butter. Sprinkle over fish. Sprinkle with parsley and paprika. Bake at 350°F for 25 to 30 minutes.
