Place 1 slice of bacon on top of beef slice. Top with a slice of onion. Sprinkle with salt and pepper. Roll up beef from short end and secure with toothpicks. Repeat with the other slices of beef. Heat oil in large skillet and add beef rolls. Brown on all sides. Arrange rolls in roasting pan. Add bouillon to water and stir until dissolved. Pour over rolls to cover, adding more water if necessary. Add mushrooms. Bake at 275°F for 3 hours. Remove rolls to platter. Pour juices into saucepan and bring to a boil. Add enough cold water to the cornstarch to make a thin paste. Stir into the juices and cook until mixture boils and thickens.
