Sprinkle roast with 1 tablespoon of the flour. Melt 2 tablespoons butter in a large pot. Brown the roast on all sides. Stir together water, bouillon, onion, celery, salt and pepper and pour over roast. Bring to boil on high heat. Reduce heat just enough to keep water simmering. Cover and simmer for 1 hour. Peel and cut carrots in thirds. Add to roast. Cover and simmer for 2 hours or until meat is tender. Remove meat and carrots. Strain cooking juices and set aside. Return drippings to pan and bring to boil. Mix remaining flour with enough cold water to form a thin paste. Gradually whisk into drippings until desired consistency. Add salt and pepper to taste.
