Heat oven to 350° F. Grease and flour a 9 x 5 x 3-inch loaf pan. In a large mixing bowl, combine flour, 1 cup sugar, baking powder, baking soda and salt stir in nuts and 2 teaspoons coarsely grated orange rind set aside. In a small mixer bowl, combine orange juice, mayonnaise and eggs beat until well blended. Stir egg mixture into dry ingredients, mixing just until flour is moistened. Fold in cranberries. Pour into the prepared pan. Combine 2 tablespoons sugar and 1 teaspoon finely grated orange rind sprinkle over top of loaf. Bake for 60 to 70 minutes or until tests done. Cover with foil last 10 minutes to prevent excessive browning. Remove from pan and cool on a wire rack. When cool, wrap in foil and refrigerate.
