Preheat oven to 350°. Grease four small loaf pans. In a medium bowl, stir together flour, baking powder, salt and baking soda set aside.
In a second medium bowl, combine milk, orange juice concentrate and orange rind set aside.
In a large mixer bowl at medium speed, beat sugar and butter until fluffy. Beat in eggs until fluffy. At low speed, beat in flour mixture alternately with milk mixture, starting and ending with flour mixture. Spoon into pans and spread evenly. Bake for 30 to 35 minutes or until a wooden pick inserted in center comes out clean. Cool in pans on wire racks for 10 minutes. Remove if desired. Cool breads completely.
