In a heavy 3-quart saucepan over medium heat, heat at least 1 1/2 inches of shortening to 375°.
Meanwhile, in a medium bowl, mix flour, baking powder, basil, salt and pepper set aside.
In another medium bowl, beat milk and egg until well blended. Stir in zucchini and green onion. Stir into flour mixture until well blended.
Drop batter by teaspoonfuls, a few at a time, into the hot shortening. Fry for 3 to 4 minutes or until evenly browned, turning as needed. Drain on paper towels. Keep hot in a warm oven.
