Heat oven to 350° F. Drain mandarin oranges, saving 1/3 cup syrup set syrup aside. Spread orange segments on paper towels to dry. Reserve 12 and cut remaining segments into thirds. In a large mixing bowl combine flour, sugar, dry milk, baking powder, salt, nutmeg and allspice. With a pastry blender cut in butter or margarine until mixture resembles coarse crumbs. In a small bowl beat together egg and 1/3 cup reserved orange syrup stir into flour mixture just to moisten. Fold in nuts and cut orange segments. Spoon into 12 well-greased or paper-lined muffin cups. Press a whole orange segment into the center of each muffin. Bake for 20 to 25 minutes or until browned. Remove muffins from pan.
Dip tops of hot muffins in melted butter, then sprinkle with a mixture of sugar, cinnamon and nutmeg. Serve immediately.
