Heat oven to 350° F. Place chopped pears between two paper towels and pat out excess moisture. Combine pears with walnuts, 1/4 cup sugar, cinnamon and nutmeg set aside. In a medium mixing bowl, combine flour, 1 1/2 teaspoons sugar, baking powder, salt and cream of tartar. Cut in butter or margarine with a pastry blender until mixture resembles meal stir in milk and egg. Roll out on a floured surface into a 13 x 9-inch rectangle. Place on a greased baking sheet. Spread pear mixture over middle third of dough, leaving 2 inches at each end. Fold ends up. With a knife cut 1-inch wide strips toward center to within 1 inch of filling. Fold strips over filling, alternating from side to side. Sprinkle top with sugar. Bake for 40 to 50 minutes or until pear filling is tender and crust is golden.
