Heat oven to 450° F. Sift together flour, baking powder and salt into a bowl. With a fork, lightly blend in whipping cream to make a soft dough. On a lightly-floured surface, knead dough for about 30 seconds. Turn smooth side up and pat or roll 1/2 -inch thick. Cut with a 2-inch biscuit cutter dipped in flour. Bake on a greased baking sheet for 12 to 15 minutes.
