Heat oven to 400° F. Combine flour, sugar, baking powder, salt and nutmeg. In a small bowl, beat egg, milk, butter or margarine, lemon rind and juice. Stir milk mixture into dry ingredients just until combined. Fill 12 well-greased or paper-lined muffin cups 3/4 full.
Topping:
*Mix all ingredients together. Place 1 tablespoon filling on each muffin. Bake for 20 minutes or until tests done. Remove from pan and serve immediately.
