Thoroughly mix together in a large bowl 2 cups all-purpose flour, cornmeal, baking powder, 2 tablespoons vegetable oil, sugar, salt and water. Mixture will be a batter let stand at room temperature for 30 minutes. Add remaining flour to make a firm dough. On a lightly-floured surface knead dough until smooth and elastic let rest covered with a bowl, 15 minutes. Roll 1/4 -inch thick cut into 4-inch rounds. Make a slit in the center of each round with a knife to help fry faster and prevent sogginess. Preheat vegetable oil at least 1-inch deep to 375° F, hot enough so dough dropped in immediately starts to puff up and turns golden brown. Turn rounds once and fry until puffy and golden brown on second side. Drain on paper towels. Serve warm.
