1. In a small mixer bowl at medium speed, beat cheese, heavy cream, parsley, onion, tarragon, salt and pepper until well blended. Cover and chill at least 30 minutes.
2. To serve, thin with heavy cream to desired consistency. Sprinkle with parsley and serve with vegetables.
