1. In a medium saucepan, mix unflavored gelatin with cocoa. Beat egg yolks with 1 cup of the skim milk and add to saucepan. Let stand 1 minute.
2. Place saucepan over low heat and stir until gelatin is dissolved, about 5 minutes. Remove from heat. Add remaining cup of skim milk, plus vanilla and sweetener. Chill mixture in a large bowl, stirring occasionally, until slight mounds form when dropped from a spoon.
3. In a large bow, beat egg whites at high speed until soft peaks form. Gradually add gelatin mixture and beat until mixture increases in volume, about 5 minutes.
4. Chill until slightly thickened. Turn into individual dishes or a 4-cup serving bowl. Chill until firm.
