1.In a Dutch oven brown brisket on all sides in oil. Drain off grease. Sprinkle dry soup mix over meat. Arrange onion rings and celery on top. Combine chili sauce and 1/2 cup water pour around meat. Cover and bake in a preheated 350° F oven allowing 45 minutes per pound cooking time.
2. Baste meat occasionally with sauce. About 45 minutes before meat is done, pour 1 1/2 cups of water over top. Continue to bake, covered, until meat is cooked. Cool meat in cooking sauce in refrigerator overnight. Remove grease layer. Slice meat and reheat in sauce to serve.
