1. Heat oven to 350°F. Grease 2-quart casserole or 6 individual casserole dishes. In medium saucepan, melt 1/4 cup margarine. Stir in flour and salt add milk. Cook until mixture boils and thickens, stirring constantly.
2. Stir in cheeses and potatoes. Pour into greased casserole. Combine crumbs with 1 tablespoon margarine sprinkle over potatoes. Cover.
3. Bake at 350°F. for 1 to 1 1/2 hours or until potatoes are tender. If desired, garnish with chopped chives.
TIP: Potatoes can be cooked before combining with other ingredients. Reduce baking time to 30 to 35 minutes.
