1. In small skillet, cook 2 tablespoons of the oil and garlic over medium heat for about 10 minutes or until garlic is golden brown, stirring frequently. Cool slightly.
2. In blender container or food processor bowl with metal blade, combine garlic mixture, remaining oil, parsley, vinegar, cheese and pepper blend at high speed until smooth. Store in tightly covered container in refrigerator.
