1. Prepare fine crumbs. Blend 1 1/4 cups crumbs with tuna, onion, parsley, lemon juice and salt. Melt butter or margarine over low heat, stir in smoothly mixed flour and milk cook over low heat, stirring constantly, until mixture boils and is very thick. Remove from heat and blend in tuna mixture.
2. Refrigerate until chilled, about 2 hours. Shape mixture into eight cylinders about 3 inches long. Roll into remaining crumbs, then in egg beaten with water and again into crumbs. Fry in hot fat until golden brown, about 2 minutes. Drain on absorbent paper in warm place. Serve with lemon wedges or fish sauce.
