1. In large mixing bowl, combine KELLOGG'S ALL-BRAN cereal, flour, the 2/3 cup sugar, baking powder, soda, salt and spices. Add oil, egg, buttermilk and raisins, stirring only until combined and slightly lumpy. Pour into 8 x 8 x 2-inch baking pan coated with cooking spray.
2. Mix together 3 teaspoons cinnamon and 1/4 cup sugar. Sprinkle over batter.
3. Bake at 350°F about 35 minutes or until wooden pick inserted in center comes out clean. Cut into squares and serve warm.
