Mix together honey or brown sugar, salt, butter, egg, and milk. Stir in flour, cinnamon, nutmeg, soda, and apples. Spread mixture evenly in a 9" x 9" baking pan sprayed with nonstick cooking spray.
In a medium bowl, mix together brown sugar, cinnamon, and oatmeal. Sprinkle on top of cake mixture. Bake at 350 degrees for 45 minutes or until a toothpick inserted in center of cake comes out clean.
*If you are diabetic, you could replace the brown sugar or honey with apple-juice concentrate and slightly increase the flour in the cake and the rolled oats in the topping to balance out the solids and liquids.
