Place steaks close together in a shallow baking dish coated with nonstick cooking spray. Sprinkle with salt and pepper. Mix sour cream, bread crumbs, garlic salt, chives, and tarragon leaves together spread over steaks and sprinkle with Parmesan cheese and paprika. Bake uncovered at 400 degrees for 15 to 20 minutes until fish is firm and flaky. Garnish with onions and cherry tomato halves.
