Heat tomato sauce, water, ham, onion, bouillon, salt, pepper, garlic, and celery in a large kettle. Heat to boiling reduce heat, cover, and simmer for 15 to 20 minutes until celery is tender. Stir in beans, carrots, and potatoes. Heat to boiling. Reduce heat, cover, and simmer for 10 to 15 minutes to blend flavors. If soup is too thick, add skim milk or evaporated skim milk until desired consistency is achieved.
