In a large skillet, cook ground beef, onion, celery, and carrots until meat is slightly brown and vegetables are tender. Be sure to drain off the fat and rinse well. Stir in tomato paste, water, oregano, salt, and 1/4 teaspoon pepper. Simmer uncovered for 20 minutes, stirring occasionally. Meanwhile, cook lasagna noodles according to package directions. Drain well. Combine egg whites, cottage cheese, Parmesan cheese, and 1/4 teaspoon pepper in a separate bowl. Arrange half of the lasagna noodles in a 9 x 13 x 2 inch baking dish coated with nonstick cooking spray. Spread with half of the cheese filling. Add half of the meat sauce and mozzarella cheese. Repeat layers. Bake uncovered at 375 degrees for 40 minutes. Let stand for 10 to 15 minutes before serving.
